Japan releases China fishing boat captain

Japan Saturday released a Chinese trawler captain at the center of a fierce row with China that has threatened ties between Asia's two biggest economies, Kyodo news agency reported.
The captain, Zhan Qixiong, flew out of Ishigaki airport in southern Japan aboard a chartered plane shortly afterwards for home, Kyodo said.
A prosecutor from Naha city on Japan's southern Okinawa island said Friday that the decision to release the Chinese
captain, whose trawler collided this month with two Japanese patrol boats in waters near islands both sides claim, took into account the importance of Sino-Japanese ties.
The release follows the detention of four Japanese nationals on suspicion of violating Chinese law regarding the protection of military facilities, though Japanese Chief Cabinet Secretary Yoshito Sengoku has denied a link between the two matters
The dispute over the Chinese trawler has its roots in a long-standing disagreement over sovereignty in an area with potentially rich resources, and has also underscored the fragility of ties long plagued by disputes over wartime history and regional rivalry.
Both countries claim sovereignty over the uninhabited islets in the East China Sea, called the Diaoyu in China and the Senkaku in Japan. They are also at odds over China's exploration for natural gas in the East China Sea.
Beijing is involved in territorial rows with southeast Asian nations in the South China Sea.
Kyodo quoted a Japanese national resources and energy agency official late Friday as saying it was highly possible that China had started drilling in a gas field in the disputed waters of the East China Sea. But the report also cited a foreign ministry official as saying there was no confirmation.
The United States welcomed Japan's decision to release the Chinese captain, saying it had defused a potentially dangerous situation.
"This was a Japanese decision to make and we're just hopeful that with the release of the ship captain, tensions will recede and the countries in the region will get back to normal business," U.S. State Department spokesman P.J. Crowley said.
There had been concern that a prolonged dispute could hurt ties between the world's second and third largest economies, now in the process of swapping places as China overtakes Japan in the No.2 spot.
Japan's sluggish economy has become increasingly reliant on China's dynamism for growth. China became Japan's biggest trading partner last year and bilateral trade reached 12.6 trillion yen ($148 billion) in the January-June period, a jump of 34.5 percent over the same time last year, Japanese data shows.
Before the captain's release, China canceled diplomatic meetings and student visits.
There has also been concern that Beijing was holding back shipments of rare earth minerals vital for electronics and auto parts to put added pressure on Japan

TUNA LONGLINE FISHING IN NEW ZEALAND

A brief description of the method of fishing used in the tuna longline fishery is described in this section, to help readers understand how the USD is incorporated into the fishing operation.
The tuna longline fishery in New Zealand targets albacore, bigeye, yellowfin and southern bluefin tuna (SBT). Of these only SBT has a catch limit - 420 tonnes. The fleet is composed of approximately fifty domestic vessels and five chartered Japanese vessels. (Ministry of Fisheries, 1997)
The fishing operation is a twenty four hour cycle. A 20 - 60 nautical mile (nm) mainline is usually stored on a hydraulically operated spool which is positioned in a variety of locations according to the deck layout of individual vessels. The line is run through a series of pulleys or roller guides and the line set from the stern of the vessel.
Longliners vary in length from 10 - 50 metres. On some vessels the mainline is set by simply driving the vessel forward and the water resistance pulls the mainline from the mainline spool. Floats are interspersed at regular intervals along the length of the longline. A length of rope between the float and the mainline controls the depth of the line. Other vessels use a device known as a line shooter. This pulls the line from the spool at a speed faster than the vessel is travelling through the water. The line is set in a way that covers a range of depths as the slack line sags between the floats.
A line set without the assistance of a line shooter will set at very close to the same depth along its entire length, whereas for example a 20 nm line set with a shooter may cover a horizontal distance of only 15 nm but because of the line sagging between the floats covers a much greater depth range. As the mainline leaves the vessel a snood line with a baited hook attached at one end is clipped onto the mainline and manually thrown overboard to the rear port side. The snood lines are usually between 10 and 20 metres in length. This line setting procedure continues for approximately three hours. Usually two or more crew are involved in the line setting process.
One of the crew is responsible for taking the correct hook from the snood box (which houses the hooked snoods when not in use), places the bait on the hook and throws the snood over the stern of the vessel. The other crew member takes the corresponding clip and attaches it to the clip to the mainline after the baited hook has been thrown. Each line has anything from 800 to 2600 hooks present. The timing between traces varies between 7 and 9 seconds on the New Zealand vessels.
Radio buoys are attached at each end of the line and at it's centre. Buoys are placed along the line approximately every 12 hooks and each section between buoys is termed a basket. At the completion of this setting procedure, the line is left to soak for approximately eight hours. It is then retrieved and the cycle is repeated

Fishing Boat Repair

The tsunami of December 26, 2006 devastated the lives and businesses of tens of thousands of people in southern Thailand. In its wake, over 5,000 people were killed, nearly 3,000 were missing and almost 9,000 were injured. Fishermen, especially those using small "long-tail" boats in near-coastal waters, were particularly hard hit. In addition to the fishermen killed by the waves, thousands of boats, nets and fish traps were destroyed along with docks and cold storage facilities.

As part of K.I.Asia's Tsunami Recovery Action Initiative (TRAI) the institute is assisting affected small-boat fishermen to recover from the disaster.  The initiative is receiving generous
funding from the Bush-Clinton Tsunami Relief Fund and the Kenan Charitable Trust.

The Bush-Clinton Tsunami Relief Fund has donated US$200,000 to design and build the "Long-Tail Fishing Boat Repair Center and Pier Project" ("PIER Project"). This is a community
development initiative focused on assisting the local Phang-nga fishing community of Tablamu Port in Lam Kaen Sub-district.

The PIER project consists of developmental planning, design, and construction of the long tail fishing boat repair center and establishment of the Lam Kaen Fisher Folk Group to develop,
manage and maintain the facilities.  The project is designed to be replicable in other locations through sharing information and lessons-learned.
Mr. Anucha Mokkhawes, Director-General for the Department of Disaster Prevention and Mitigation, first recommended the concept which was enthusiastically received by local fishermen who added their own ideas to the project development. It has also received strong support from the Governor of Phang-nga Province and officials from the governor's office down to the local Tambon or sub-district level.
In late 2007, an additional grant of US$64,000 was provided by the Bush-Clinton Tsunami Relief Fund in order to provide for a training/meeting facility and to provide training to the fisherman to manage the facility and fish in a sustainable manner

Car-toppers

Car-toppers are dinghies which are usually made of fiberglass. They are light and easy to transport; being only about 15 feet in length and powered by an outboard engine of 5-15 horsepower, car-toppers can easily accommodate 3 anglers.

They’re most suitable for freshwater fishing for places like lake, dam, river or reservoir. The use for saltwater fishing will be much restricted to inshore places like lagoon or estuary. It's not advisable for use in open sea.




Aluminum Boats

These aluminum fishing boats are safer than the fiberglass car-toppers. Since they are made of aluminum they are robust and therefore much tougher. They are also easier to maintain and have a better life-span than fiberglass.

Runabouts
