Perceptions of Recreational Fishing Boat Captains
The impacts of fish consumption advisories on recreational and subsistence fishing, particularly in fresh waters, have been examined extensively. By contrast, little attention has focused on organized recreational fishing, such as from party and charter boats, and particularly for salt water fish. We interviewed 93 New Jersey boat captains to determine their knowledge about fish consumption advisories, and whether, in their opinion, clients knew of fish consumption advisories, and whether they thought advisories had an effect on recreational fishing and their businesses. Advisories were ranked by captains as a moderate influence on the success of their business, less so than number of fish caught, strength of the economy, overfishing by commercial boats, and management regulations. Only one boat captain had not heard warnings about eating fish, but what captains said they had heard was mixed in its accuracy and completeness. Clients expect captains to know about fish, and about half of boat captains said clients had asked about the safety of eating fish. Captains who felt advisories were affecting their businesses tended to fish for species without high levels of mercury (except for bluefish) or PCBs, the primary contaminants of concern for state advisories and federal advice. However, these captains worked closer to areas (e.g., Raritan Bay complex and New York Harbor) subject to advisories than did other captains, and were more prone to say that management regulations (e.g., fish size, creel limits, seasons) and marketing and advertising by the industry or state were strong influences on the success of their seasons. Comparing captains who thought advisories had some or great effect (60%) versus those reporting “no effect” (40%), there was no difference in the mean percentage of trips targeting high mercury species such as swordfish and shark. Many captains said they would or might post advisories, but 42% of the boat captains said they would not post consumption warnings if the state provided them. The significant portion (at least 15%) of saltwater fishing supported by these businesses suggests that these captains are an important conduit for future risk communication.

Japan's tuna fleet suspends fishing to conserve stocks

Tuna fishermen from Japan’s largest fishing cooperatives have suspended fishing operations temporarily since the end of July as part of international efforts to encourage tuna numbers to grow again following years of overfishing, reports David Hayes.
According to Japan Tuna Fisheries Cooperative Association (Japan Tuna), Japan's largest association of deep sea tuna fishermen, 233 of its pelagic longline tuna boat operators will each suspend fishing operations for two to three month periods sometime from the start of August 2008 to the end of July 2010 in a bid to help tuna stocks recover following a large increase in tuna fishing over the past decade.
About 100 of the tuna boat operators are expected to suspend fishing operations in the 12 month period from August to July 2009 because high fuel costs are eating their profits, the association said.
The Japanese tuna fishing suspension is expected to reduce the national tuna catch by about 5%.
Ocean going tuna boats normally go on voyages lasting one to two years. Usually they depart on their next voyage after anchoring in a home port for a couple of days. Even when repairs are needed the rest time in port is only about four weeks. Under the fishing suspension plan, the vessels will extend their port stays to two to three months, the association said.
Japan Tuna also has called on Japan's two other distant water longline tuna fishing organisations to carry out a coordinated suspension of fishing operations to help tuna stocks recover. Both have said they will join Japan Tuna's action.
“We cannot make a profit at all from our fishing operations because of the prohibitively high fuel prices," Japan Tuna president Masahiro Ishikawa told reporters. “However, our operation suspension also is intended to recover tuna resources. Now we cannot catch tuna as we did before because tuna have been depleted by overfishing. In the Eastern Pacific, for example, the catch per unit of effort has plunged as much as 40% during the past decade. We have to take action to cope with this situation.”
Global tuna stocks have fallen dramatically in recent years due to the growing popularity of Japanese sushi and sashimi around the world as more people try to eat a healthy diet.
The Japanese fleet's daily catch of tuna is understood to have dropped by about 20% due to overfishing while international quotas on the most valuable tuna varieties such as southern bluefin mean that fishing boat captains can no longer target these tuna to maximise their catch value.
Japan accounts for about 34% the world's total 1.96 million mt a year tuna consumption. Total Japanese tuna consumption in 2005 was 660,000mt, according to Japan's Fisheries Agency, of which most was eaten as sashimi and sushi. Tuna accounts for 8% of all fishery products eaten in Japan.
According to official statistics tuna imports are double the size of the Japanese tuna fleet's annual catch. Imports in 2005 totalled 460,000mt, double the domestic catch of 230,000mt.
Taiwanese and South Korean tuna fishing boats are important suppliers of tuna to the Japanese market.
Wholesale prices for the choicest tuna cuts, served in high end restaurants and sushi bars, have risen by about 25% during the past year though the price of lower grade tuna sold in supermarkets has hardly changed at all.
Efforts to increase tuna stocks come at a time when many tuna fishermen face problems from declining catches and rising fuel prices, which together are affecting fishermen's profits. Japan Tuna says the cost of heavy fuel for deep sea tuna boats has doubled over the past year to Yen 120,000 (US$1,137) a kilolitre.
According to the Tokyo-based Organisation for the Promotion of Responsible Tuna Fisheries (OPRT) that covers 12 countries, some 140 Taiwanese, Chinese and South Korean tuna fishing boats already have decided to suspend tuna fishing operations during the fishing season and more are likely to do so to help tuna stocks recover.
One of the main problems affecting tuna stocks is the growing use of purse seiners to capture tuna. Leading member nations of the OPRT based in Tokyo have agreed measures to limit longline tuna vessel numbers and the total longline catch size. However, there are no set limits yet on purse seiner tuna fishing which is responsible for the large decline in tuna stocks.
Japan had a fleet of more than 800 deep sea tuna fishing vessels a generation ago but tighter international tuna fishing quotas and declining profits has reduced the fleet size by more than half. Japan's tuna fishing fleet numbers about 360 boats today, equivalent to one third of the total 1,178 tuna vessels registered with OPRT. Only Taiwan has a larger tuna fleet than Japan, having 415 vessels registered with OPRT.
Meanwhile, Japan is expected to remain the largest tuna consuming nation in future with traditional tuna dishes proving popular with children. Although the fisheries industry is concerned that the younger generation are beginning to eat more meat, evidence suggests that tuna dishes, particularly sushi, remain popular with all age groups.
“Fast food sushi demand is strong as it is cheaper. Children still like fish,” commented a spokesman at Japan Fisheries Association. “We are concerned they will like meat and change their food preference. Children like sushi especially with tuna and salmon roe, more than cooked fish. Also, cooked fish is more difficult for them to eat with chopsticks than sushi

Japan to take some tuna fishing boats out of service: government

Of 739 long-line tuna fishing boats, Japan will scrap more than 100 ocean-going and coastal vessels by the end of March, the Fisheries Agency said.
Nearly 1,000 Japanese fishermen will lose their jobs in the process, the agency said. The government will provide those losing their boats with one-time payments that total 9.7 billion yen (108 million dollars).
Japan is the world's biggest consumer of tuna and imports most of the bluefin tuna caught in the Mediterranean.
Last year, international tuna conservation bodies decided that Japan should cut its fishing quota for bigeye tuna and bluefin tuna each by 30 percent.
Some conservation groups have called for even tougher restrictions on tuna, saying that even the revised catch levels are not sustainable.

Three people escape sinking fishing boat near Half Moon Bay
HALF MOON BAY -- Although no one aboard a 65-foot fishing vessel that ran aground off the San Mateo County coast early Tuesday morning was injured, the U.S. Coast Guard is keeping a close eye on the boat to ensure it doesn't leak fuel and pollute the waters.
Swimmers and surfers are being told to stay out of the waters at Half Moon Bay State Beach.A 911 call relayed from a San Mateo County emergency dispatcher at about 1 a.m. alerted the Coast Guard to the stranded boat, which ran aground near the shore of Half Moon Bay, Coast Guard Chief Scott Brazier said.
Three people who were on board when the boat became beached were able to safely disembark, Brazier said, and there were no reported injuries.
A mix of Coast Guard units - including a helicopter, boats, and auxiliary units - responded to the scene along with local fire and police personnel, Brazier said.
For now, the Coast Guard is concerned by the environmental hazard posed by the stranded boat, namely that it could leak fuel into the waters.
"It's still upright as far as we know," Brazier said. "It hasn't capsized yet."
Brazier said the boat's owner will coordinate with the Coast Guard in an attempt to salvage the vessel and prevent a fuel leak.
A dispatcher with the Coastside Fire Protection District confirmed that firefighters were sent to the scene, but said that those personnel left the scene at 2:55 a.m.

The 44 SC is a luxurious express. My tester’s cabin was sheathed in real cherry cabinetry, with full overlay doors, positive locking latches and a sweet-looking radius on all the corners. There’s both direct and indirect lighting wired to threeway switches at the berths and cabin entries, so you don’t have to rise from bed to turn them off. Natural light floods in through six opening ports, two port lights and a trifecta of deck hatches.
The bull-nosed Corian counter in the galley provides the beautiful benefits of faux stone. The two-burner stove hides beneath a precisionfit sliding lid to increase space, and Regal rigged a switch that automatically kills power to the stove when you put the cover in place. Few galleys offer the practical convenience of the exhaust fan I discovered here.
There are two heads aboard the 44 SC, and both are fitted with teak sole grates, shower seats and water-saving vacuum-flush toilets. In the master head, you’ll shower in an acrylic stall and check your ensemble in the fulllength mirror. The cabinets ringing the master berth offer neater stowage than the common shelf. The guest head’s vessel sink and vanity are in the aft cabin entry, while the shower and throne are combined behind a wood door. As I saw aboard Cruisers Yachts 420 Sports Coupe ($656,730 powered like my test boat, October 2008), this arrangement allows two people to use the head and vanity simultaneously. The Cruisers Yachts’ measures 43' by 13'6" and comes with a 13.5-kilowatt generator, compared with the 9-kilowatt genny aboard the Regal.
Topside, the 44 SC’s singlelevel cockpit eases pedestrian flow compared with boats that have a step up to the helm deck, like the Cruisers Yachts or the Sea Ray 43 Sundancer ($883,905, with twin 425 hp Cummins MerCruiser Zeus pod drives, March 2009). the Sea Ray taps out at 47'3" by 14' and carries 50 gallons more fuel.
And what an entry. Regal’s rendition of the morphing, multipurpose aft lounge is unique. You can enter the cockpit from port side, starboard or both, thanks to ingenious filler pieces. If guests are dining aft, put both fillers in and create a huge lounge served by a table. When a snooze is in order, drop the backrest to create a sun lounge. Want to eyeball the kids while they swim? The backrest flips forward so you can sit and face aft. The arrangement combines the virtues of the American aft lounge and the European sun island with no drawbacks that I could discern.
Forward, the helm deck is surrounded by a three-sided, solid-glass enclosure. (no canvas! Yay!) reverse-cycle heat and AC provide comfort in all weather. The full width of this top slides aft. Do so, open the split windshield, and you can enjoy the sun and breeze. The wet bar is here, complete with sink and optional grill. Above its fiddled counter is an optional TV that flips out on demand. It’s a great feature, though headroom over the wet bar is decreased enough that I bumped my noggin. Regal engineers are working on a solution.
Many coupe tops impede visibility aft and abeam while running, but that’s not the case aboard the 44 SC. You’ll easily spy wake-jumpers and those passing close aboard. I thought the compass should be higher, to make reading the card easier, and Regal says it’ll add a pad. I found twin diesel IPS 500s a wonderful mate to the 44 SC. It gets up quick, delivering power evenly throughout the rpm range, and provides the spirited handling and precise maneuverability for which IPS is renowned. Regal’s weight-management program — the cored galley counter and the use of nonlead acoustic insulation being examples — help it achieve the performance I experienced.
Enjoying propulsive power is one thing, maintaining it is another. Aboard the 44 SC, the transom entry to the engine room offers the best access in its class. Though I spied a harness that lacked chafe protection passing through the bulkhead — a glitch Regal says won’t mar production models — the rest of the rigging was top-notch. Metal fixtures are bonded, wiring is shrink-sealed and everything is labeled. There was not one common service point I found tough to get to. Like the rest of the 44 SC, the engine room smacks of the experience of people who actually go boating
